ChatGPT: Charge for usage cost in the Partner Account

The idea here is to provide a better user experience when it comes to client onboarding. If we could charge the client from the partner account for OpenAI token usage, the client would not have to create an account, and agencies would not have to wait for them to provide access or explain how to generate the API key. Also, the partner would be able to control updates in case the client card fails and all of the sudden the entire bot stops working properly.
