Feature: add Is Bot Paused in list bot users filter

### Added "Is Bot Paused" condition to Bot Users filter

You can now filter your **Bot Users** list by pause state — quickly surfacing all contacts whose bot has been paused.

#### What's New
- 🔍 **New filter condition: Is Bot Paused** — available under Bot Users → Filter → Add Condition → "Is Bot Paused"
- 🔄 Works with both `is` and `is not` operators to include or exclude paused contacts
- 📋 Consistent with the existing "Is" condition family: Is Guest User, Is Tester, Is Admin, Is Assigned to Agent, Is SSO User
